Galen through his studies with the Black Witches and the Jedi is aware of Force ghosts, they are very rare much rarer than the dark side equivalent of shades, which are more like echoes than transcendent beings like Force ghosts.

Whatever Yulu is, he is less a Force Ghost and more an echo, probably attached to the lightsaber and maybe unfinished business… the details get muddled. He does remember there is a specialist in Force traditions with the Resistance though, she probably knows more.
